htp.print versus DBMS_OUTPUT.PUT_LINE

I racked my brain all day trying to figure out why nothing was being print to my screen with my pl/sql statement 'DBMS_OUTPUT.PUT_LINE.....'. I came to the forum and found that htp.print is what I should be using. Does anybody know why DBMS_OUTPUT.PUT_LINE does not write to the page?
