HTMLDB_PLAN_TABLE?

Can anyone explain to me what the htmldb_plan_table is? It was created sometime this morning, and the only thing I've done different to the application was add tabs to pages and added a tabular form. I tried to Google it and found references to it but nothing explaining what it is or why/how it's created.
