HTMDB export

Hi,
I am setting up a test environment for an existing production system.

Production info:
DB version: 10.1.0.5.0
HTMLDB version 1.6

I am modelling the test environment after production. I have installed DB 10g version 10.1.0.2 on the test machine, 10.1.0.5.0 needs to be applied as a patch. The installation was done without the default database that is created with the installation. I will be using the production DB template to create the test DB through DB config assistant.
Since currently, there is no DB in test, I cannot install HTMLDB as it needs an instance name during installation. But production does have an HTMLDB associated and related applications. So, unless I install HTMLDB I can't import production data, but unless I have a database I can't install HTMLDB.

Is there anyway around this?
