hr is locked

I install all files. jdk , oracle database 12c, web logic , reports all i installed succesfuuly

I follow this link for installing of oracle database 12c

now when i try to connect to enter username hr and password hr in sql plus this show account is locked so i try to unlock but this shows error

and also how i configure connected in sql developer
