Howto unlock a table or a row

Hello, we have oracle 8.1.7 database and sometimes we notice that a table is lock or a row, and we have to wait till
the oracle automaticaly unlock the table or the row.

How could we unlock the table or the row?

Please, any help would be very appreciated.
