How we can free text along with drop down fields.

Hi All,

There is a requiremnet in my application..currently we have two fields/columns by name as "Percentage & Pricing" both are Select List items..
Now there are asking me to have drop down fileds,but with ability to have free text..

How we can achieve this any suggestions..
