How to you convert a UTF8 code unit to UTF16 manually..

Hi guys

as the topic states..

can i know how you guys do it manually ?
i got a UTF8 code value return by a dump function

how do the equivelant of it in UTF16, so i can do comparison of the hexadecimal value using the charmap utility in windows.
