How to verify that SQL Developer in on my Windows 7 machine

I know I installed SQL Developer. It came, i thought, with the rest of Oracle when i installed it. But I'm looking under the Oracle and Applications on my start menu and I see SQL PLUS but not SQL Developer. How can i check to see if it is on there? Is there a RUN command?

Do i just reinstall it if it is not?

Oracle seems tricky to me. I don't want to do anything wrong.
