How to User Purge Recyble bin as System

Hi all,

I want to purge scott's recycle bin as user "SYSTEM". Because I do not know the user's password. How do I achieve it?

SQL> purge scott.recycle bin;
purge scott.recycle bin
*
ERROR at line 1:
ORA-38302: invalid PURGE option
