How to use Web Service Reference to consume JIRA Rest API from Oracle APEX 5.0?

I am currently trying to create an issue using the JIRA Rest API through an Oracle APEX Web Service Reference. However, when I attempt to do so, I get the error:

Sqlerrm: ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP", line 1130 ORA-29024: Certificate validation failure

I am under the impression that this error results due to an outdated wallet, has anyone successfully connected to JIRA Rest API utilizing Oracle APEX? Does anyone have ideas on how to resolve this error?
