How to use text editor to create formsweb.cfg and env file entries?

In the slightly older version of OAS, before Weblogic integration, formsweb.cfg and env files under $ORACLE_HOME/forms/server are created with text editor e.g. vi. We're migrating them to a new OAS server, where I find formsweb.cfg and env files under /u01/app/oracle/middleware/user_projects/domains/<domain>/config/fmwconfig/servers/WLS_FORMS/applications/formsapp_11.1.2/config. I can manually create new entries in EM (http://server:7001/em/ -> forms -> Web Configuration, or Environment Configuration). But since we have too many sections in the old formsweb.cfg, it takes too long to manually create one directive at a time, even using "Create Like" function. Creating the env files in EM is even worse.

Is it possible to copy the old formsweb.cfg and env files to the new server and let EM recognize the entries? I tried and EM fails to show them. Thanks.
