How to use data validation on single or multiple email addresses that are comma separated

Hi Experts,
Im using APEX21.2, and I have an item 'P1_TO' to enter the email, or list of emails with comma separator.
The user must be able to write in a single e-mail address, and also need him to have the ability to list multiple e-mail addresses that are comma separated in the same item P1_TO
Ex. email1@domain_name.com,email2@otherdomain.net
