How to upload an excel sheet into Oracle Forms

I would like to know how to upload an excel sheet sitting on the user's pc to be loaded into an Oracle form which is runnning on the Application Server (middle tier).

I have read some forum notes here that Oracle Forms WEBUTIL package can be used do that.
In the WEBUTIL documentation it mentions it can be used to upload files from the client machine.

I want to confirm that by saying client machine they mean the user's pc and not the application server.
Or is there any other way to do this?
