How to UPDATE a BLOB in table by another picture on my hard disc?

Assume I have an existing Table with column 'mypic' of type BLOB.
Currently stored is a picture.

How can I replace this picture by another picture on my hard disc in

D:\test\myproj1\picture333.jpg

with SQL (resp PL-SQL)?
