How to troubleshoot "OMS is unreachable" status of an Oracle 13c Windows hosts agent?

I'm running Oracle Enterprise Manager Cloud Control 13c R. I just installed a Agent on Windows host ( window server 2019 ). I can start the agent on that server but the Heartbeat Status is showing "OMS is uncreachable". If I run emctl pingOMS, I encouter this: EMD pingOMS error: An internal error has occurred at the agent: "Server Error". Check the agent's error logs for details How to troubleshoot this issue?
