How to troubleshoot "OMS is unreachable" status of an Oracle 12c Cloud Control agent?

I'm running Oracle Enterprise Manager Cloud Control 12c Release 5.   One of the monitored Oracle database servers hung suddenly and was rebooted.  I can start the agent on that server but the Heartbeat Status is showing "OMS is uncreachable".   If I run emctl pingOMS, I will get this: "EMD pingOMS error: Failure connecting to https//..."   How to troubleshoot this issue?
