how to tell if a table is ordered or un-ordered ?

Hi ,

How can i tell if a table is ordered or un-ordered w/o using the order by or group by ?

i read somewhere that for an ordered table if rows returned < 40% better to use indexes and for unordered tables if its less < 7%

pls advise
