How to start the ORACLE service if it says "STARTING"

Hi,
I have this problem every once in a while and then I have to format the computer and install ORACLE again.
The service OracleServiceDB in the services says "starting" and not "started" Due to that when I try to log on to PL/SQL I get a message ORACLE NOT AVAILABLE.
Please kindly help me how to start this service manually and why does it happen many times.
