how to start form assistant migration wizard

I have installed Oracle 10g(9.0.4) on my local machine.Please let me know how to start form assistant migration wizard from windows and unix.

when I am trying to do
1. setenv FORMS90_PATH $ORACLE_HOME/forms90 it gives me error.

sh: setenv: not found.

2. How to set an xterm display in unix which is required to run the Oracle
Forms Migration Assistant.

3. what i am supposed to do for ""You should upgrade the common modules (such as OLB files) and Libraries (PLL files) that a Form relies upon and ensure that these are available in the FORMS_PATH,""

I will really appreciate your help.
