How to Start em Console ?

Hi Experts,

Am using Jdev 11.1.1.7.0

I am able to use normal WLS console http://10.10.10.127:7201/console/ but when i want to use Enterprise Manager to maintain my deployments but when am trying hit http://10.10.10.127:7201/em/   it was showing like bellow

Error 404--Not Found
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.4.5 404 Not Found

i researched to create em console for my jdev from here Starting Enterprise Manager Fusion Middleware Control - 11g Release 1 (11.1.1.6.0)
