How to setup a customer for RTV processing

In setting up the RTV process a Default Customer ID is required. While trying to set up the Customer there is a requirement to identify a Support Team Member. The client is not using Contracts so naturally there is not a Contract Business Unit to setup the support team. How is this accomplished without setting up any other Module?
