how to set QoS (ToS or DSCP) for the datagram class

the second byte of the IP datagram as specified in the RFC stated that it must identify the Quality of Service (QoS), this can be either Type of Server (ToS) or Differentiated Service Code Point (DSCP). Could someone please tell me how to set the QoS?
