How to set background parameter in formsweb.cfg

When I run form, the background displays Oracle Application Server - Forms Service. It's nice, but I want to display my own. So, I created a winter.jpg file and copy it to /forms/java folder.

Then, in the formsweb.cfg, I enterd the following:
#Forms applet parameter
background = \forms\java\winter.jpg

after running the form, the background does not dispay. It is just black.

Please, help with the correct steps to solving it.
