How to see other schema's schedule jobs( Oracle 9i)

We have a user "vssdata" that monitor all the jobs in the database. all jobs schedule by diffrent user/Schema should be visible to him. we are using oracle 9i. Kindly let us are there any privillege needs to be granted to "vssdata" to acheive this.Thanks in advance
