How to Run Forms 11g locally

Hello.

I installed Oracle Forms Middleware 11g using this manual:

I have windows 7 x64, IE9

First I installed:

1) jdk-6u45-windows-x64

2) Weblogic wls1036_generic

3) Forms 11g ofm_frmrpts_win_11.1.2.2.0_64_disk1_2of2

I can open the Form and compile it. But I can't Run it locally. I start Weblogic WLS and when I launch the Form (Program -> Run Form), I can see only blank page in IE9.

What could be wrong, any ideas?
