How to Run APEX through localhost, Apache Server (without Internet)

Hello

How are you .. i am new user here, i have downloaded apex 4.0 on 10g oracle database and i want to use apex through local host and i can not find out how to run the apache server to connect with apex through localhost (without using internet connection). can anybody help me out please?
