How to reuser all come back status active in oracle identity manager(12.2.1.4)

I've question about manage users in oracle identity manager(12.2.1.4).

Before the 3 day I have many users active in manage users then The last day this happening has many users status is delete, I know not why the users status is delete in times I can not run job. I want user come back status active normal.

I know the many users status is delete After the I make set modified the user ID reuser property value as TRUE and run the PurgeCache then run GTC create users job have massage is ORA Error Code =>ORA-00001: unique constraint (.) violated ORA Error Stack =>ORA-06512: at "OIM_SP_RECONBLKUSERCRUD", line 883.

How to reuser all come back status active and edit error this please.
