HOW TO RESTRICT USERS TO RUN SPECIFIC COMMANDS AND AUDIT THE USERS

Hi Linux Gurus

I have two queries. We are running Oracle E-Business suite release 12.1.3 on Oracle Linux 6. I want to provide the access to the developer / dba to move certain reports using scp to linux filesystem but i do not want to provide them the oracle user access who is the owner of the oracle binaries

1. User connects from his login and using sudo or something to access the directory and copy the file

2. Audit the commands that he has run
