How to restrict users from changing password 2nd time within 'x' no of days

Hello Experts,

I am trying to restrict Oracle Database users from attempting to change password for the second time within 'X' no of days.

This is nothing to do with failed login attempts. Is there any option like this provided by Oracle?

If there is no such option, can any one help me how to implement this?
