How to restrict login to certain emails in SSO Authentication Scheme?

Hi guys, does anyone know how to further restrict a sign-in process in Apex? I plan to use the Oracle SSO authentication scheme, but I also need to further restrict the users who can login based on their email address. Basically if the user's email is listed on my list, the user can login; else they will be redirected back to the SSO login page.

Any idea will be appreciated!
