how to restrict dba role with procedure

Hello everyone,

I need to restrict some dba users which i granted dba role before. Should be like this; for example scott has a dba role and he would like to drop or truncate any table he shouldnt truncate directly.

System should be like this;

When the scott wish to truncate table oracle should ask whats server's hostname, if scott will enter true hostname it can truncate, else oracle should give message like you have no permission to do this.

I know its such as absurd way when we have vault or create new role but i need to find out any sp or trigger or function.

Can anyone help and share any example please ?
