How to resolve "TNS could not resolve the connect identifier specified" in OBIEE 12c

We are facing the View Display error when run the report in OBBIE 12c and we are getting the error mesage as TNS could not resolve the connect identifier specified

to resolve the issue we did the following

1. Created admin folder under <OBI Home>\network and placed the TNSNAMES.ORA file in it

2. Placed the TNSNAMES.ORA under <OBI Home>\network

but still no luck, we are getting the same error when we run the report, need help in fixing the issue...
