How to resolve The Oracle Management Server (OMS) host and port specified via OMS_HOST and EM_UPLOAD

I am adding targets on OEM Cloud Control 13c but keeps getting this error. Execution of command cd /u01/agent/ADATMP_2019-01-08_17-58-04-PM;/u01/agent/ADATMP_2019-01-08_17-58-04-PM/agentDeploy.sh -ignorePrereqs ORACLE_HOSTNAME=xxxx AGENT_BASE_DIR=/u01/agent OMS_HOST=xxxx EM_UPLOAD_PORT=4903 AGENT_INSTANCE_HOME=/u01/agent/agent_inst b_doDiscovery=false START_AGENT=false b_forceInstCheck=true -force AGENT_PORT=3872 on host xxx Failed

Cause: The Oracle Management Server (OMS) host and port specified via OMS_HOST and EM_UPLOAD_PORT is not available. Pass in a valid hostname and port number for the OMS to successfully deploy the agent.

I have tried the solutions provided in Doc ID 1371873.1 and Doc ID 1368010.1 yet the error still exists. Appreciate your expertise to assist me to resolve this error.
