How to resolve permission in Linux 7

Hi ALL,

What is wrong with Linux 7? I can not copy oracle home to folder owned by itself

cp -r /home/appprod/PROD/fs2/EBSapps/10.1.2 /home/appprod/PROD/fs1/EBSapps

cp: cannot create regular file ‘/home/appprod/PROD/fs1/EBSapps/10.1.2/opmn/conf/.formfactor’: Permission denied

Please help how to resolve this permission issue.
