How to resolve ORA-29278: SMTP transient error: 421 Service not available?

Hello All.

I have been trying to use apex_mail.SEND to send mail from my Apex 5.1 application.

Each time, I encountered ORA-29278: SMTP transient error: 421 Service not available.

I have tried some suggestions but the error persists. How do I resolve it?

Find attached the DA I used and the result of the database checks that was suggested.
