How to recover a failed database that ran out of disk space?

We have a development environment that failed today due to running out of disk space.

The IT guy told me the database has been rebooting itself non stop and finally stopped to function.

He said it's gone. I am not a DBA nor a Network System admin so I do not know what that means.

Does that mean all the data including the source codes are gone? Is there anyway to revive the database or recover the data without a backup from my end?
