how to propegate wsse:Security header from BPEL to OSB ?

I'm trying to secure a composite app and a downstream OSB service using OWSM policies. My call to OSB is failing because security headers are missing from the request.

I want to propegate the headers from the composite app request to the osb request, but I can't see a way of doing it either using a mediator or a bpel component.

Can anyone advise how I should do it please?
