How to program a Serial Number Generator?

Hi,

I don't know whether this is right forum to ask this question or not. But here it is.

I need to create a serial number generator program which take a name as a reference and generates a serial number.

What are the programming techniques used? What algorithms are used? Where can I find articles on this topic?

Please help me with this.
