How to predict the effect of shrinking SGA/PGA?

Linux x86-64 Oracle 12.1.0.2

I have a database w/ 9G SGA and 6G PGA and my boss wants me to PROVE that decreasing these two mem structures will effect performance. What tools (outside of v$*_target_advice) are available to assist me with this?
