How to permanently set environment variables?

Is there a file I can edit so these are the same all the time?

I have to prepend the full path everytime I run something like dbca for example. Also when running ./emctl status dbconsole it asks me to set my DB_UNQNAME so I tried DB_UNQNAME=student but I still get the set UNQNAME request.
