How to performance-test inserts and deletes?

I have two questions:

  1. In the context of SQL Developer with Oracle 11g, what's the best way to test the run-time of 2 different versions of a function that involves INSERT or DELETE? I'd do a rollback between the two executions, but when working with massive amounts of data this takes forever and a half.
  2. Is there a safe way to ensure caching doesn't impact the accuracy of run-times in both executions? I'd do the "alter system flush buffer_cache/shared_pool" and whatnot, but I get the feeling that with everybody using the same database here I might seriously screw something up.
