How to open Custom.pll in r12

Hi,

I'm using oracle 6i lower version if i open the custom.pll file it shows PDE-PEP006 encoded program unit as unknown format. And i Tried to open it on the 10g it again showing error PDE-PLI018 Could not find library FNDSQF.

so please guide and help me to find out the solution to open the custom.pll in oracle 9i or 10g.
