how to open a new connection with PLSQL developer with different string not from tnsnames.ora

hi ,

My PLSQL Developer is on Citrix ,so i cannot make changes in tnsnames.ora ,is there any way to open a connection in PLSQL Developer with different string

i do not find the PLSQL community i paste it here

i have details of port ,hostname,username and password ,and string
