How to OIM(12.2.1.4) encoding CSV using flat file connector(12.2.1.3).

Hi,We have question about encoding in oracle identity management 12.2.1.4. How to use UTF-8 in flatfile connector? We try to reconcile CSV by using flat file connector 12.2.1.3 then we got unexpected output as shown in attachment. We found file encoding in oracle identity management 11g but We can not found this in oracle identity management 12.2.1.4. Please guide how the new version (12.2.1.4) encoding CSV in flat file connector (12.2.1.3).
