How to move apex from a server to another server

I moved the database in which apex was installed to production server B from test server A (changed the database name, instance name and datafile location) . Copied the images directory to server B from server A. Configured dads.conf on server B (on both server A and B we have http server installed). Everything looks good. our apex version is 4.0.2.00.07.
But tried the url: hostname:7777\pls\apex... received 'the service temporary unavailable'

wonder if the images directory could be copy/paste from server A to server B (our server is MS window 2003)....? or do we have to reinstall apex 4.0.2 over the existed apex 4.0.2?
