How to make tabular form go to specific record while start of page

Hi,

I have created a simple tabular form.  For example, list of employees.  Is there a way to go to specific employee ID while opening the page? 

If yes, my next question would be, Is it possible to open this page from some other page by passing EMPLOYEE ID value so that it goes to that specific employee number?.
