How to make second parameter as enterable if first parameter is null

Hi Team,
Please note, this is related to Concurrent Program parameters in Oracle EBS R12. Please let me know the exact category if I raised in wrong category
Issues: We have a concurrent program where it has 2 parameters. Now, we want to make the 2nd parameter(Table valueset) enabled only when the first parameter(Table valueset) value is NULL.
