How to make custom cursors ?

Hi ,,

Could someone help me here to find out how to set cursor with an image from my computer ? (simple coding please) ,

And how to make the cursor work out side any Component ,,

The program I'm trying to make is to make custom cursor witch can be useful for some people with disabilities : )
