How to layout items?

I am in the process of converting an application created with the 'Traditional blue' theme to the Universal theme. I want to try to achieve this with a minimum number of 'visual' changes.
I am experiencing a lot of problems with the 'filter' section. This is how it looks like in the traditional blue theme:
image.png I have tried different approaches and many options. Some of them look promising, but none of them manages to get the same layout as in the traditional blue theme. I have wasted many hours thinking I should be able to manage this without help, but now I have exhausted my options and I am seeking the assistance of more experienced developers.
I have trimmed the page down to the bare minimum and have created a workspace on apex.oracle.com.
image.pngI need no help with the colors. I do need help with positioning the fields. I have tried using column-span, fixed widths (px) relative width (%). I have used in-line css to change paddings, and margins, I have used CSS classes as displayed in https://apex.oracle.com/pls/apex/apex_pm/r/ut/layout-modifiers but I cannot manage to recreate the 'Traditional blue' layout. The solution should allow the list-of values fields to display large values. Also all the list of values fields should be vertically aligned with the checkbox fields.
I have stripped the application of all my solutions so you have a 'out-of -the box' default page to work with.
Who can tell me how to achieve the desired layout?
