How to launch default web browser using PL/SQL?

is it possible to launch default web browser on client side using PL/SQL (anonymous block, function, procedure)?

PL/SQL (anonymous block, function, procedure) needs to be created on server side and on user desktop, once this DB object is called it should launch default web browser on and pass it URL.
